It will also be responsible for coordinating all actions to be contracted to third parties and to define the project’s terms of reference for the production of specific construction project plans to be awarded by public tender.

Objectives

The objective of this urban renewal and rezoning project is to transform the zone into a major public area equipped with appropriate facilities and capable of fostering and reinforcing the relations between Lisbon’s citizens and the Tagus, while projecting the country’s maritime orientation and providing leverage for scientific, tourism, economic, and social cohesion development, and thereby reinforcing worldwide awareness of the Portugal brand.

The envisaged construction of a high-tech industry and innovation hub in the area deserves highlight, which hub will include the Champalimaud Foundation’s basic and clinical research facilities, and a range of nautical, business and trading tourism, and cultural facilities.

It is envisaged that the intervention will be completed within approximately 3 years, and it is expected to be finalised by June 2010.

Executive Summary

The Intervention Area comprises 47 ha, being delimited by the Dafundo Beach in the west, by the area adjacent to Belém Tower in the east, and by the  Lisbon - Cascais road and railway corridor in the north, and it includes an additional docklands area with 6.7 ha and an extension of 2 km of riverside frontage. It is a unique piece of land of significant size and it constitutes the capital of Portugal’s gate to the Atlantic, both in terms of its relation to both the Tagus river and the ocean, and in terms of its proximity to the Belém Tower / Jerónimos Monastery / Belém Cultural Centre set of landmarks.
