Role of Parque Expo

 Parque Expo has been commissioned to draft the Detail Plan for the intervention.

Objectives

 

To define an integrated vision for the urban and environmental renewal intervention envisaged for this area of the Almada County, by identifying priority interventions and needs in reconciling the interests of public and private entities. The objective is to devise a model capable of integrating strong environmental, economic and social constraints.

Promoting the enhancement of the area’s natural resources, taking their specificities and the excellence of their potential within a metropolitan context into consideration;

  • Addressing adequate territorial planning along the coastline, articulating the expansion of Trafaria with the plans for Costa da Caparica, and thereby fostering the attraction of activities capable of adding value to the area;
  • Framing the planning for the envisaged Arriba platform, in order to prevent eventual pressure arising on possible construction of a crossing between Algés and Trafaria;
  • Enhancing accessibility with particular focus on increasing transport services serving the area;

Executive Summary

 

The Intervention Area is partially associated with a territory which presents a rather unique landscaping feature – the fossil cliffs – establishing a break between the coastal plane and the Raposeira plateau.

 

The area is predominantly occupied by the Abas da Raposeira National Reserve, with exception of a frontage of houses constructed at the base of the cliff which have been progressively becoming vacant following on implementation of a relocation program – either because they were originally built without a license, or because their siting is clearly hazardous on account of their proximity to the cliff, being naturally at risk of inevitable rock falls caused by the area’s natural instability.

 

The progressive degradation of the forested area of the Reserve has led Trafaria residents to stop benefiting from its fruition, a position which needs to be reversed by implementing adequate land management proposals which safeguard the area’s natural resources while fostering their sustainable usage, while equally equating the relocation program.

 

The plan must also consider the area’s connection to the envisaged IC32 route corridor.
