Objectives
The Strategic Framework Study is to be developed in three stages, in close cooperation with Portalegre’s Town Council, with the following specific objectives:
- FRAMING THE INTERVENTION AREA at various territorial scales;
- compiling a DIAGNOSIS of the existing position and identifying the challenges, critical factors, weaknesses and strengths, and trends characterising the area of intervention;
- defining an INTERVENTION STRATEGY, based on which an ACTION PLAN is to be devised together with an OPERATIONAL MODEL for the implementation of the proposed actions.
Executive Summary
The Strategic Framework Study for the city of Portalegre is to serve as a base for the implementation of land management actions in Portalegre’s urban area, under an approach to envisage it as a 21st century city.
From that perspective, the intention is to prioritise, boost, and enhance the city centre’s inherent attractiveness, and to extend it to its peripheral areas. The objective is to ‘multiply’ that capacity and to promote Portalegre’s assertiveness based on its regional role, i.e., its role within the country’s regional and national urban network.
We believe that Portalegre should play the role of a city which size and scale provide all the facilities required to achieve sustainable urban development translating into ample functional self-sufficiency, and enabling it to build on the region’s value-adding features and thereby become a complete urban solution.
